16th May 2024: Italy: The Customs and Monopolies Agency (ADM) has updated the list of retail prices and excise duties for heated tobacco consumables and herbal heated products.
15th May 2024: Netherlands: The House of Representatives (lower chamber of parliament) is discussing a bill to change the Tobacco and Smoking Products Act, in order to ban nicotine pouches. The House will vote on the bill on 21st May.
13th May 2024: Denmark: The Ministry of the Environment is analysing whether legislation can be introduced to extend producer responsibility for nicotine pouch manufacturers, press reports. This means that companies would be responsible for cleaning up their products that end up as litter in nature and public spaces. According to the minister, “there is no difference between cigarette butts and nicotine pouches that end up in natural settings. This is waste that should not be lying around in nature.”
9th May 2024: Sweden: The national Public Health Agency has updated the list of nicotine pouches that are authorised for sale.
9th May 2024: Croatia: The Ministry of Health has updated the publicly available list of notified tobacco products, which also contains heated tobacco products.
9th May 2024: Luxembourg: The Council of Ministers agreed yesterday (8th May) to approve the bill transposing the EU-wide heated tobacco flavour ban and to regulate nicotine pouches. As shown in our Policy Radar, the debate over nicotine pouches was polarised within the government itself, with some voices supporting a ban and others advocating for their regulation. Nonetheless, and as TobaccoIntelligence anticipated, the government has opted for their regulation instead of their ban.
9th May 2024: Netherlands: Launched at the end of 2022, the citizens’ initiative to achieve a nicotine-free generation and aiming to prohibit the sale of all nicotine-containing products to consumers born after 2012 has collected 40,000 signatures. Now the initiative can be discussed in the House of Representatives.
9th May 2024: Lithuania: The government has approved the 2024-2026 Plan for the Implementation of the National Agenda on Drugs, Tobacco and Alcohol Control, Consumption Prevention and Harm Reduction until 2035, the Ministry of Health reports. The plan suggests that “a common, strategic consensus has been found on which direction to move in reducing the harm caused by alcohol, tobacco and drugs”. Among other goals for 2025, the plan aims to see the number of 15- to 64-year-olds who smoked tobacco products in the previous month decrease by more than a third, and the number of 15- to 16-year-old students who have used e-cigarettes at least once in the previous 30 days decrease from 31% (in 2019) to 26%.
8th May 2024: EU: The minutes of the 18th April meeting of the European Parliament's Committee on the Environment, Public Health and Food Safety have been published today. The Committee's members agreed to mandate the chair of the Committee to send a letter to the European Commission “to complain about the publication delays of several tobacco related documents”.

8th May 2024: Austria: At a conference held yesterday (7th May), state health officials spoke out in favour of a nationwide ban on tobacco-free nicotine pouches, press reports. The deputy governor of Upper Austria, Christine Haberlander, of the ruling Austrian People's Party, pointed out that Upper Austria already has a ban for under-18s, while adding “but this is not the case in all federal states”.
